Does a label mean inhibitor?

Only thing is that all the sticky installation labels are missing!

Which might ? suggest that its been knocked off ?? & few customers ripped off ?? Maybe ? possibly ?? ect ect

I came across a guy that was using half a bottle to a system on sub contract work so that he gained a bottle every other system. Alternatively someone's just been using the labels and not bothering to put any inhibitor in the system like another subby I came across.
