Does ownership effect planning permission

It's just curiosity on my part - do you need to have the permission of the owner to successfully apply for planning permission?
it came up in conversation with a friend - a developer was applying for planning permission to redevelop a building, and the permission he was seeking included developing into other people's property, who had no intention of allowing this to go ahead.

Great fun can be had to mischievously apply for permission for some contentious scheme and wait for the owner or neighbour's to get the pitch forks and torches out.

Consider the case where a neighbour has some 'temporary' hoarding around their property for a rather extended period of time (with little evidence otherwise of any actual building works). Much entertainment can be provided by submitting an application on their behalf for the permanent retention of said hoarding. Certificate C is (I think) appropriate in this instance.

The fun comes at a cost in terms of planning fees, though.

Anybody can apply for planning permission on property you do not own and you do not need the owner's permission to apply but you have to notify the landowner in writing and using the correct planning certificate. This is often done where the landowner wants to sell the plot and the developer offers to purchase the plot subject to planning permission ,the developer then submits the planning application.

There wouldn't be much point without the owner's permission though.​
