No. It will just be a bit loud! 
And maybe have a shorter life.
Or maybe the cable is long, and the voltage drops - did you measure it when the bell was running?

Thanks for replies - didn't measure voltage, just read '8v' on bell and 12v on tranny.
Customer is a bit deaf so loudness not a problem.
The distance is prob about 10m?
