On an old 2” cab, with half inch of damp protrusions into the cavity from both sides and a tie wire helping catch the snots, a blocked cavity is a very real possibility.

When the cavity fill was 2 courses below damp and the inner skin was brick the cavity fill was often close to the DPC by the time the plate was going on and the snots off the ties had been knocked off.
