DPM & Retaining Wall - How to seal the bottom

If i understand: you have used liquid bitumen to seal the back of the retaining wall (a garden retaining wall?) and now you want to "tank" over it with some membrane. Why?
Why not simply leave the bitumen as a stand alone sealant?
