Drilling straight through to brick on single skin wall

Normally a screed and then the floor covering.
You will need to find out if there is a dpm under the existing slab, there is also insulation to consider..

Not sure whether I can be confident to say there is DPM under the slab, I would probably put a layer again above the concrete than let it go amiss.

The sole plates of timber frames are fixed through DPCs with no problems

Another question.

if the plasterboard is screwed directly onto the battens leaving no space behind it, how do you pass electrical cables through for wall sockets and switches?

Is it possible to carve out some of the rigid insulation (which is what I'll be using) to fit the socket back box for instance?
 
Couple of ways to do that job;
1 Batten between insulation and plasterboard giving you a service void & much less carving up of the insulation
2 As your plan- cables behind insulation, holes in boards for switches etc.
