Drive way fence or gate height facing the road

I understand that it falls permitted development to erect a fence or gate up to 1m if is on the front boundary to a road and 2m elsewhere.

What I need clarity on, is whether a shared drive with a neighbour, can have a gate or fence for security, which opens inwards to the drive (between the two houses) upto 2m in height if it faces the drive but is some 6m away from the front boundary line?

Does it matter the orientation of the fence within the 2m of the highway?
Also I dont see any reference on the planning portal of 1m high WITHIN 2m of the highway. Could you please point to the source?

It doesn't say 2 metres explicitly; the phrasing is "adjacent to the highway". Most local authorities seem to interpret this as "within 2 metres".
