New Front Fence Height facing Highway

Hi,

I want to put a higher fence at the front of my property which faces a main-ish road for privacy and some noise abatement.

Current height of front boundary wall is approx 3', but the wall rises up when it meets next doors boundary to approx 5'. This is the view from the road:

I'd like to put a fence behind my road-facing wall to bring the height up to the same as (ideally taller than) next door. Questions I have:

- Will the planners object (if they find out) as it is facing a highway
- Does the height of next doors give me a precedent to copy
- To get around the planning laws on the 3' maximum, can I set my fence a couple of foot back from the wall so I still get the privacy, but don't compromise the view of the road for my other neighbour.

Open to any other ideas.

you will get away with 1.2m but hedges arnt controlled by the regs
