It says the appliance is fitted with a plug and must ONLY be installed to a properly installed earthed socket... Yet goes on to say about electrician replacing the cable. I can see why your confused. It was probably translated (wrongly) by someone in China.

Hes charging 250 for cu change over and testing.

Either your CU is tiny with only a couple of circuits or that price is too low for the job to be done properly.

It has 6 fuses in it. 2 red 2 blue and 2 white. Hes a spark that I know . Just getting him fitted in. . So he changes it over then the shower one can be incorporated into it aswell
