E4EU (Series 14) panel heater maybe? Troubleshoot!

Panel heating problem, looks like the E4EU (Series 14). But no markings on unit, inside or out.
Anyway looks quite simple inside but never come across one before.
The problem is there is no heat coming from the unit when turned on.
The panel indicator light does not come on, even when programmable clock is removed from circuit this normally seems to allow manual control.
Power going through PCB and heating element, but no heat.
Any ideas?
Clock when on circuit does not seem to work either as the indicator light on that does not come on, tried one from a working unit, the clock indicator light came on but still no heat.

Didn't see one.
The thermostat and on/off switch were located bottom right of unit.
White cables from PCB connected across the heating element and what looks like a capacitor, placed mid unit.

There is a two pin female cap fitting at the element, that pulls off, when tested at the cap, voltage was there.
A resistance of 116 ohms was measured across the element.
 
Was the voltage present when the element was in circuit or can you test it further back towards the controller. In the absence of the obvious thermal cut-out I'm thinking poor/high res. connection somewhere. Voltage will be at the heater plug when unplugged but not when connected to the element.
 
This aint for a heater but they look like this, usually soldered in to the element.

Sometimes theres two elements in series, linked by that fuse, if it fuses and breaks the circuit, there will still be volts at the element supply, its not there to cut off power just to stop the element working.
If blown you will get voltage across the two sides of the blown thermal link still
 
If there is full voltage at the terminals where you measured the 116 Ω then the heater should work. Can you ammeter it safely ?
I could ammeter, without a too much difficulty. Can't test across element terminals when plug/cap in place as the terminals are fully covered.
 
What KW is the heater, work out what the resistance should be that way.
As ricicle says if you have continuity then it should work,

perhaps megger just the element some are very fine wires and possibly broke
