earth bonding in 1938 house

Please excuse my terminology if it's wrong but the gist of my query is this:-
My mother's 1938-built house has no earth bonding between the fuse panel and the water stop cock.In fact the only stop cock appears to be in the front garden.I can't find an internal one at all.Can I bond to the nearest incoming pipe (which is about 10 ft from the fuse panel)or is there some other solution?
I have also been told that her combi boiler,which is in the kitchen above the sink,should have it's pipes x-bonded.Is this true?
 
The water pipe should be bonded either in 10mm or 16mm depending on the rating of the service fuse, as near as poss to the point of entry. normally there is a stop cock, but so long as its obviously near and accessible, somthing is far better than nothing. Do not clamp onto lead, over time it shies away from its responsibilites, nearest copper or brass section is best.
Same for gas pipes of course, but these won't be lead (I hope).

Combi boiler itself is contentious - if by its construction (single metal manifold) all pipes are already connected, then there is no need for more, but some people always do a cross bond jungle 'just in case'.
Ceratinly no need to run an extra cable back to the main earth either if you are sure the piping is contimously metallic to the gas and water bonds described above.
Hot and cold tap supplies, if metal piping, should be X-bonded in the bathroom though, and also connected to earth cores of any circuits entering gthe bathroom, including lights showers immersion heaters etc if these are in the bathroom.
 
I would also ask similar question in the plumbing forum since I believe you may may need a stopcock/ isolation of the water at the incoming point into the property.
