earthing problem

My electrical earthing is done via the water, and gass pipes being bonded together, and this is then connected to the earthing terminal, next to the consumer unit.
With the use of plastic pipes I beleive it is good practice now to connect to the outer metal shielding on the electricity boards supply cable where it enters the property.
This metal outer sheathing on my supply measures 4500 ohms to the existing earthing terminal, ie the water pipe.
Is this a fault on the mains suppply cable, and who is responsible for it?
Or should i just connect everything together anyway?

you have it the wrong way round, the earth is not via the water pipe it is via the "sheath" of the main incoming electricity supply.
