In practice, none of that is actually a (soluble) 'problem' if none of those parties are making any attempts to considerably reduce the cost of energy to consumers. The problem is we have multi parties deciding what it required. So a conservative government can have a labour sub government ruling what happens in Wales. Add to that Ulster and Scotland and you have a system where there is a free for all ...
Having said that, at least England, Wales and Scotland are surely all connected to the same National Grid (I'm not sure about Ulster), so I would imagine that any government action to reduce the cost of electricity would have to be GB-wide (if not UK-wide), and brought about by 'central UK government' wouldn't it?
