Electric heated towel rail

I plan to fit a new electric towel rail to a bathroom I am doing at the moment but have a couple of questions.

Does the towel rail have to be a minimum distance from the bath/wash basin?
Can I use a switched fused spur on the outside to connect up the electrical element?
How do I connect up the cable from the element as the cable flex is not long enough to go to the spur.

Minimum distance will depend upon the IP rating of the towel rail. Check the reference section.

The rail should be bonded.
Connect the mains cable from the rail to a blanked sunk junction box and take a feed from there to a fused switched spur located outside the bathroom.
