Electric meter on neighbours wall accessed through my drive

Thanks for all your replies everyone , a big update , western distribution have been round today , the guy was extremely helpful and says the meter obviously has to be moved , but looks like they will foot the bill , as meter should never have been put there , and also he doubts next door will want it to be moved (i.e. pay for the meter move....and why should he) , and I am not liable for it either
He took some photos and is arranging to contact the neighbour to arrange to move it to front of property....RESULT
