Electrical spur switches

I am in the process of re-fitting my kitchen. However I have had two electricians quote for electrical work and have given me two different pieces of advice regarding the new electrical regulations which came into force in July this year.

I have a spur socket for the cooker mounted onto a wall which is hidden in the cupbard. Do these now have to be moved directly onto a visible wall, ie not hidden in a cupboard?
