Electricity meter looks old

To those of you who wondered what happened about the the mysterious box, I opened it and found the fuses inside:

Also, I think I was right in my worry about the earth cable; all there is is this flimsy steel looking bundle of wires coming out of the supply box and going into the fuse box as the arrows show. I believe that the electricity company should replace this earth wire, am I right?

No, that is the responsibility of your electrical contractor.

FYI it's actually tin plated copper, not steel, and it's probably ok for the time being, and will be upgraded when you have your new consumer unit installed.
 
That cable will be the original earth connection, we used them on lead sheath cables for years. It could be this service has been changed to a CNE (or SCNE) but the old wire left in place
