Why can't hi tuff be laid unprotected outdoors?
It can be used outside, but not buried in the ground.

Similarly protected ethernet cable?
Depends on what 'protected' means. Exterior grade ethernet cable exists and it can be clipped to walls outside. If it is to be underground, then armoured will be required.

What's the difference between zip tying cable to a down pipe and clipping it to an external wall.
Downpipes are not there to support cables or anything else.

The grey t+e is inside.
A few bits of it might be.

The rest is shown in the photos - cable tied to a cast iron downpipe, laying on a concrete path at the bottom of a wall, a length resting on some wooden decking and then disappearing into the decking, and a twisted section on the soil next to an open doorway. All outside and no way any of it could get any better even if it's not completed yet.
