Electrolux dishwasher not heating water

Model: ESL6115.

Background
House electrics failed when dishwasher was in use
Checked neighbours - all OK
Found RCD had tripped
Reset RCD - all OK
D/W finished cycle
Opened D/W - no steam, everything felt cold.
Done another cycle but water not heating up.

My son reckons something inside the D/W tripped the RCD. Thinks it's a live/earth or neutral/earth fault.

Is he correct?
What could cause this?
Is it DIYable?
Approximate parts/repair cost?

It could be the heating element that has failed, they tend to trip the RCD when they go. Would be worth doing a continuity test across the element.
