Emulsion build up removal

I have looked but cannot find if this has been answered before, sorry if I missed it. My double glazing has emulsion build up from years of decorating and whoever not masking the plastic properly. I have tried sugar soap but that just makes the clean bits look cleaner. Any ideas?

If you brush on a mixture of meths and washing up liquid, and leave it to soak in, it seems to soften emulsion so you can wipe it off (you mustn't let it dry). A nylon washing-up scourer will help.
