Surely for internal venting the slots need to be open, but for external it makes not a blind bit of difference?

Apart from cosmetic issues you could dispense with the chimney altogether when venting to the outside.

Is it not the other way round?

The chimney is for cosmetic reasons to hide the ducting when venting outside.

It is not needed at all when filtering and recirculating.
