EPDM Seam Question

Im replacing the flat roof on my garage soon with an EPDM system. Ive done two epdm roofs already but they were more straight forward than the current project and had no seams. I am familiar with the process of seaming EPDM but dont know if you seam the two sheets prior to adhereing the rubber to the deck boards or after?

Anyone know how it should be done?

Stick the one sheet down then the other to lap over it and use seam tape.
