Obviously EU law applying here is now dead in the water. Where's the morning coming from to allow two Romanians to fight this ?

The 'Divorce' Agreement allowed for EU law to continue to 'effectively' apply in certain areas. One of such areas was EU citizens settled in UK.

The Withdrawal Agreement covers the following areas:

• Citizens' rights, protecting the life choices of over 3 million EU citizens in the United Kingdom, and over 1 million United Kingdom nationals in EU countries, safeguarding their right to stay and ensuring that they can continue to contribute to their communities.

If they work in the UK and pay taxes, they should be eligible for Universal Credit.
