Son is extending his house. Extension comprises utility, kitchen and shower room. Walls are up and roof is in place. Builder/ his team is wiring the kitchen. Metal boxes for sockets etc are in place and cable is clipped to the walls ready for the plasterer to skim the wall.

Is the builder not required to place a capping over the cables for protection?

Nothing to say he has to do this - some people say its good practice others don't agree.
The cables will be probably be behind plasterboard anyway - just completed an extension myself and didn't bother.

There is no need for capping over the cables.
What method is being used for the wall surfaces, dot'n'dab or basecoat and skim?
 
Capping, if used, is only to protect cables from the trowel.

Capping or conduit achieves very little when dot and dabbing.

It's quite a good idea when using traditional plastering. Plasterers seem capable of damaging the cables coiled up in the metal boxes so see no reason why not to use protection. As it were.

If you ever need to replace a cable you may find the capping or conduit aids this.

the wall is blockwork. Cables are clipped to the surface. Builder to plaster the wall with basecoat and finishing plaster
