Exterior stop tap problem

Hi all ,

Please could anybody offer advice of how I can overcome the issue I am having with my external stop top .

The access hole is located at the bottom of my sloping drive and when it rains this means all the water and more importantly the silt/dirt is being washed into my stop tap access point.

I have tried to fill the access point with multiple plastic bags etc , but this hasn't helped the issue .

Has anyone a suggestion on how to deal with this issue without digging up the drive.

What about a small concrete ramp/lip just above it to divert the flotsam to the sides of the cover?
 
Little bit of silicone sealant squirted round gap, then quick run round with stanley knife to open it on the very rare occasion it needs to be used?

It wouldn’t take much digging to swap the lid for one of the new plastic ones.
