External tiles - is fixing on damp wall possible?

I have a garden wall which suffers damp, because no drain was placed behind it when it was built. This retains the ground behind my house - only about 3ft tall, but it is the first thing you see when you look out of the window and is unsightly.
Currently, top layer render is coming off, or where that is not the case the paint is peeling, or going green with mould. I want to try an experiment to see if I could feasibly tile it to tidy it up - possibly even use decorative glass tiles.
The question I have is whether there is a tile adhesive which will work externally, against a damp wall - I don't think tanking the wall is an option, -notably the under-layer of render has NOT come off - just the top level skim (which seems ridiculously thin to me - for an external wall). So it needs to cope with damp backing, rain and low temperatures. Any ideas?

I wondered if waterproof dry-mix as used in showers might work?
