Work it out - the difference between the cold measured temp and the operating temp of the cable multiplied by 0.004 then add 1.
The simplified coefficient for copper cables, assuming it is copper is 0.004.

What hadn't been defined is the Ultimate Question.

Deep Thought had a go at this but it was all spoilt (IIRC) by the Golgafrinchans and some mice. Must read those books again..
