Fire-rated downlights usually have a can over the light and an amount of intumescent material in or around it.
This means that the downlight is able to prevent the spread of fire through it for a determined amount of time.
The non-fire-rated downlight does not have these properties.
The "fire hood" is one way of providing fire protection to a non fire-rated downlight.
