fitting joists to breeze block

Hello
looking for advice about joist to breeze block

I want to insulate under original floor above a garage, fed up of nearly freezing in room ha
1 wall is red brick 1935,other walls are breeze block 1960's

Do I cut into and fit in slots
can not use hangers for breeze blocks as no room because of aib boards above ,tested as white and brown aspestos
also how to fix on walls over garage doors x 2

The room above floor is cold ,wouldn't insulation under across ceiling , with sealed boarding make a difference?

Could you just fix PIR directly to the underside of the asbestos with foam adheasive.
 
Fox a wall plate to breeze block and fix joist hangers to that.
