Fitting new towel rail

I want to fit a new towel rail in place of radiator in bathroom. I have a Combi Boiler system.
I have closed off both valves on radiator and removed radiator from wall. With the radiator off I opened both valves but no water came out of either. Is this normal with a Combi boiler and how do I get the water to come back when I have fitted the towel rail. Thanks

Repressurise the system. There is normally a gauge on the boiler which should be around the 1 mark.
 
What combi? Some have fill loops built in and others have fill loops fitted externally.

The combi boiler has an external fill loop. I want to remove the microbore pipes and fit 15mm copper pipe (chrome). Is it ok to cut the pipe under the floorboard or will there be water in the pipe. Thanks
