Fitting Picture Rail, advice needed.

When fitting picture rail would it be best to follow the line of the ceiling or go with the spirit level?

The first 2.4 mtr length ive fitted using the spirt level doesnt look correct on the eye, im really uneasy with the line againt the run of the ceiling.
but when I measure down from the ceiling and fit each end to that same measurement it looks a lot better but its not level.

going with the spirit level gives me approx 6mm runout measuring down from the ceiling at each end of the 2.4 mtr length.

At some point in the room the picture rail is going to meet and I dont want it to out by a mile when it does so which method should i use.

assuming the floor and ceiling are parallel follow the floor

Draw a line with a level all round the room first, before fitting the picture rail.
