This fence needs some repair spurs put in and maybe extra rail. You agree? But on not falling what's the best way? There's only a tiny space between fence and drop. Shall I tie rope across to hold onto between concrete posts? Or remove fence while digging?

You can anchor the fence posts to the wall with long bolts.
Just checking, does the customer know that you are asking on a diy site on how to fix their fence?
