Fixing fence safely

This fence needs some repair spurs put in and maybe extra rail. You agree? But on not falling what's the best way? There's only a tiny space between fence and drop. Shall I tie rope across to hold onto between concrete posts? Or remove fence while digging?

You can anchor the fence posts to the wall with long bolts.
It's quite far away (over a foot) from wall, shall I use concrete spurs? It's mostly the fall I'm worried about as narrow work space.

There looks to be a gap (which is probably in your ownership) between the back of footway and the fence . Might give you room to sink some new posts. You only need a low fence if you plant a hedge.
