I want to fix a curtain rail within the recess of upvc door - it will stay clear of the opening door as the rail is very thin - but it means drilling & fixing the brackets into the upvc frame - can anyone recommend what fixings to use - I'm nervous about simply using the plugs & screws provided as the frame could well be hollow, & not hold, potentially damaging the frame permanently

If you must do it use a small drill and big self tappers
Not 'could be hollow' they are hollow. Why not try a strong magnetic pick up tool to see if they have been reinforced with steel tube.
