fixing light fittings to concrete celling

If you have to screw into the concrete then you will need a decent SDS drill. Make a 6mm hole and use standard wall plugs &screws.

I guess this fitting is going where the old one is sited?
If so, there should be a conduit box sunk into the ceiling, where the wires come out.?? This is a (BESA) box and takes M4 screws that you can buy anywhere. The holes in the light fitting bracket should match up to the holes in teh box.

would standard plugs and screws take the strain n weight on a celling the cables are in trunking

You will almost certainly need to throw away the pitifully small screws which came with the light, and use larger, longer ones.

 The screws supplied with this lighting unit are more than adequate for this installation.

Then it must be the only consumer product in the world which is supplied with fixings which are not pitifully undersized.

You say the wiring is in trunking.

This suggests the light is an extra, or the flat has been rewired.

How is the old fitting fixed to the ceiling?

If you do have surface mini trunking on the ceiling, it may be a good idea to butt a white plastic circular pattress up to the trunking, and fit the light fitting to this.

The circular pattress should have cut outs to line up with the trunking. It should also have two screw holes to line up with the bracket on your new light.

Normally red wall plugs (5.5 mm) and 1 1/2 inch size 8 screws are fine for fixing things to concrete ceilings. Make sure you do use the correct size drill bit. You will need a decent drill to make the holes.
