Flaking paint

I moved into our house 6 years ago, and it had been re-painted by council workmen. The paint in the kitchen has flaked off back to the plaster, and when I re-painted the hall and landing, the as I was putting the paint on, the old paint underneath was coming off, to show plaster. Is this because they didn't seal it properly. What can I do, as I'm wanting to re-decorate, but it looks such a mess.

Yes. the old stuff wasn't given a 'mist' coat.
It's not easy to fix as the old stuff has to come off.
