flaking paint

Its the kitchen, on the walls near the ceiling. I'm curious what causes it.

Painting the kitchen is planned for this year but I don't want the paint to start flaking again.

Are there any solutions?

It could be caused by:-
Damp or condensation
Wallpaper paste residue
PVA
No mistcoat on bare plaster
Grease

Or something else.

Is there a solution please as I have had this issue twice, sanded down and repainted only for it happen again
