It would certainly seem so. Don't know what the solution is... although I can guess the answer.

How long does it take to evaporate?
Only experience so far has been yesterday morning's light rain. Within a couple of hours of sunshine it was dry. It'll be a different case when it's cold and damp all day.
I can picture a sheet of ice that will be semi-permanent for some time. Or is that to be expected on a new roof?

Its not to be expected of a new roof.
Ponding, period, is bad news. The roof was not water tested after "completion".
There seems to be a very shallow fall to discharge because the roof was framed incorrectly and/or covered incorrectly.
In pic 2 there's also a very slight slump in the centre of the roof. Slumps are usually caused by too small a section joists and/or centres too widefor the joists?

In the covering Rubber? Is it a new roof or a replacement to the previous covering?
Something is (IMHO) clearly wrong.
If a replacement or a new roof then there shouldn't be a step along the edge that feeds into the gutter. If a replacement did they replace the boards?

12.5mm per metre is 1in 80 which is the normal minimum fall. In practice we generally use 1in 60 as that allows for some small deflection in the roof structure without creating a backfall.
The issue with yours is the presence of a batten along the edge which shouldn't be there. Not good but you may have a fight to get it put right because it really needs the whole roof recovered so you don't get joints.
I'd certainly try for this solution, but in the real world nay weight on the roof is negligable and if the roof is going to leak then you'll know sooner
