You could still have end - to - end continuity, but via the spiral of steel tape, it would be more induction than conduction.

I've probably not grasped your thinking here but the spiral is one continuous piece, not multiple rings.

yes, but an induction coil is just one piece of wire wound into a coil.. same effect..

There would be no induction as there would have to be a single conductor in the conduit - not a good idea, or the current would have to flow in the conduit to, again, a single conductor in the conduit.
 
think he meant that in the event of a fault to earth, the current traveling through the spiral of the conduit would be subject to a higher inductive reactance as it's wound as a coil rather than a long wire..

Ever wonder why coils designed for relatively low frequencies have large lumps of frerromagnetic material in the middle? it's because air has a low magnetic permeability and so air cored coils have relatively low inductance.
