I have the above in the garage and recently it has started to flicker and can sometimes take quite awhile to come on.

I have replace the choke which has not improved matters.

Any help/guidance would be greatly appreciated.

If the tube has blackened ends, it probably needs changing. Otherwise change the starter.
 
Ensure the starter is compatible for the tube as there is various ratings.

Are you sure it was the choke you replaced, as that is wired inside the fitting

If there is a capacitor wired in series with that choke, a faulty capacitor will delay the start.

If there is a capacitor wired in parralel across the supply terminals that is just for power factor correction only and would not affect the start.

As Lec says a new tube and the right starter usually solves it.
