Fluorescent light fitting

Hi folks.
Is the above already wired out when bought new?
Need one for the garage, never had one before so would be very useful.
If not is there a diagram with the fitting to "Wire out" ?

Not sure what wire out means.

You will have to connect the supply L, N and E to its connections inside the fitting..
 
To wire out I would have considered the internal wiring not simple connection of LEN to the connector block. I have one odd fitting where I wanted it flush with ceiling and as small as possible to ensure it did not foul loft lid or ladder. I have a steel lockable box in the loft with the HF emergency ballast and batteries and four wires going to the fitting there is no control gear in the lamp it is all in the box. This is unusual but on the electronic ballast there is a wiring diagram it is just a case of following that diagram.
 
When you buy a new bog standard batten fluorescent fitting it comes with the internal wiring, I have yet to come across one that hasn't. All you usually need to do is clip the end caps in place, *clip the starter holder and starter in place, mount and connect the supply wires, lid on and tube in.
(* some don't have external starters so that bit is N/A)

Also take note that the fleurescent tube slides in and has to be twisted 90 degrees on most fittings nowadays
