I have the Ansell Tornado Pro Twin Anti-corrosives in the garage. 2 x 6 foot twins give a great output easily comparable to the old 2 x 100W 8 foot twin fluo's.

In your church hall example, I think they'd improve matters by swapping the fittings for the Tornados and painting everywhere white.

As has been said before the walls will not be painted, however that is a lame comment when comparing 2 lighting systems which are supposed to be comparable/equivalent. Being a church hall things are very controlled by a higher authority
The fittings are the same as a number on this site have extolled the virtues of when replacing fluo's.

I think many people replace fluo with old and blackened tubes where the instant improvement is obvious, not being aware of the reason their opinion will of course reflect that, in the maintained system that hall is the comparison is between good fluo and LED and in this case the comparision has been voted on by footsteps - actually running steps. I don't assume lack of maintenance applies in your case.

I can but quote simple examples of real life experiences and reiterate that I personally have reinstated and re-tubed dozens, it not hundreds, of flou fittings after they were replaced with 'LED equivalents' and the users complained about lack of light.

However, as so often, I think the problem may be that, although this is a DIY forum, you are talking about non-domestic situations. I think that may make a big difference and may well mean that others would/will have the same experiences as me in domestic situations.

As I've suggested before, I think one of the possible issues is that a high proportion of domestic fluoros had unnecessarily high light outputs. People tend to choose 'tube' lights on the basis of their length (in relation to the size of the room/space to be illuminated. In contrast to the situation with bulbs/lamps (even non-tube LED ones) one has never had a choice of wattage/light output for a given length of fluoro tube - which resulted in a lot of them having a higher wattage and light output than was actually needed.

In that case, explain that the higher authority has suggested it's the existing fittings or go back to candle power.

Much of that may be the case but in my home the kitchen has 3 5ft fluo tubes in a row above prismatic grid tiles, wired as 2 in the kitchen end and one at what was supposed to be the dining end. Yes I'm sure more than 'required' but one end we have a table which tends to be used for office/project bench planting seed trays etc. I also hold regular zoom meetings there. I've tried to remember to replace the tubes every 3-4 years and I believe on the 5th set since ~1998 so target not met.

Probalby 2 years ago they were overdue and deciding it was bullet biting time I tried a couple of the tubes I'd recovered from customers attempts then asked on here for suggestion of tubes which were found to be acceptable, I purchased all 3 and tried them (with the magnetic choke in circuit then without) but finding it impossible to read the colours on resistors and zoom meeting participants mentioning how dingy it looked I then went to a wholesaler with significant stocks to get something which does do the job. In fact I was tempted to replace them with 4ft fittings as I have the best part of a 25 box of tubes in stock.

Not a bit of commercial involved.
