The underlying thing surely is what type of flux. If using a type such as BESCO which does NOT self clean then you MUST flux the pipe and fitting after cleaning with wire wool to prevent corrosion in the short time until the joint is soldered. Using self cleaning LACO type flux negates the need to flux both ends theoreticaly, but I always do as the joint will leak water (or gas) into my job, on my time, and make me look bad. It works for me!
 
One other thing - he cleaned the pipe with wire wool, then put the pipe down on the table over which he had been cleaning the pipe... I always wipe the pipe after cleaning to remove any stray wool wires that can often stick to the copper and get inside the joint.
