Foghorn pipes and dripping taps

I fitted an upstairs bathroom last year and a new downstairs bathroom fitted a few years before that. Recently when I flushed the downstairs toilet the kitchen tap would drip and the pipes would make a droning sound (like a chair being dragged across the floor).

The noise would only stop if I turned the tap on or pushed the cold tap handle in. There was quite a lot of play on the handle so I decided the change the valves. After this noise and dripping stopped.

But now when I flush the upstairs toilet the tap in the upstairs bathroom now drips and the pipes make the noise again.

Been online and can't find a situation like this and most places say replace the toilet fill valve or fit a water hammer arrestor.

Anyone got any ideas before I start dissecting the whole house.
 
Thanks for the suggestion guys.

Traced the sound back to the mains water coming directly off the stop cock. The stop cock had a bit of a leak on it so I fixed that and it seemed to do the trick.

Had the toilet flushed while I was looking at the leak and it sounded like air was being pulled in through the stop cock leak if that's even possible.

Could have been an issue with high pressure from what I read online as well and as I moved the valve as I was repairing it I can't rule this out either.
