Ford KA2 Steering problem

My son's 1999 Ford KA2 has a problem with the power steering.

It has become very heavy, and does not easaily re-centre after cornering.

The problem was intermittent for a while, improving on a longer journey.

It occurs in both turning directions, though is a bit worse in one than the other.

The fluid level looks OK; I plan to have a good look at it in the next few days.

How do I confirm which component is failing - rack, pump, steering joints etc? My plan was to get the front wheels off the ground and see what it feels like, check gaiters, listen for nasty noises etc.

I am a reasonably competant DIY mechanic, but have never had to tackle a power stering system before. The Haynes manual implies changing the rack is not too difficult; I just want to be sure I'm changing the right bit!

Any advice welcome.
