when i get consent from the local authorities to proceed with the work should they check what kind of soil and foundation i need its very clay where i live

The local inspector will almost certainly be very familiar with the soil in your area, and will suggest (if you ask first) what he considers to be suitable. If you want to do anything different it will be up to you to persuade him, e.g. with trial pits.
