Front door step

In desperate need of some advice...we had a front step built last year and everything was fine at the start. The mortar / cement has now given way and the step is unstable to the point where its becoming dangerous. After some urgent advice on how I can fix it....I was thinking of filling it in with concrete/cement then placing the slabs on top but im not sure if thats the right option. There is a cable in the predicted area which feeds the lights in the garden which may be a problem. Any advice greatly appreciated

Your step doesn’t look very high, but has to get under that door drip tray - could you not just remove it altogether and slab at ‘ ground level’ ?
