bit of a generalisation there.. but yes, general use sockets under 20A need RCD protection..
specific sockets such as for a washer/dryers etc don't need to if they are labled as such.
but that comment was specifically aimed at the installation method for the cable.. and the cable still doesn't need rcd in the options i mentioned. RCD protection for sockets could be done at the sockets by use of an RCD socket.
