Dimensions of flag stones will vary by a millimetre or so. If you laid them butted over any sort of distance you would find the gauge running out. You could possibly butt them over short distances but it's normally desirable to seal the joints to prevent seeds and spores getting in - which would germinate and turn your paving into a kind of Kew Gardens for weeds.
