Garage conversion, floor plate size

I am planning a garage conversion.
To raise the floor height to the rest of the house I am planning installing a floating wooden floor with PIR underneath.
What size wall plate should I be looking at, it's about 4m in lenght? I am thinking of fixing it to the existing wall with steel rods and a chemical anchor. Is this acceptable?
